The migration account must log into the Office 365 tenant at least once to establish a profile and initialize service access.

Log in at portal.office.com with the migration account.

Apply valid Office 365 licenses to the migration account that include Microsoft Teams access.

Required: A license that includes Teams, such as Microsoft 365 Business or Enterprise E3/E5.
